Requirements:
You must reach the Phon Coast in the Story to use the Wind Shrines in the Mosphoran Highwaste.
First, activate the South-South Wind Shrine 
.
Go to the Chocobo , and ride it to the exclamation mark on the map. You can enter the hidden area there .
Ride to the West of this area, and down the small way .
Activate the West-West Wind Shrine , and eleminate the rock, that blocks your way.
Activate the North-West Wind Shrine.
The way to the highest area is now open .
