Requirements:

You have to complete the Wrath and the White Mousse Hunts and obtain the Waterway key .
At the Central Waterway Station use the Key on the panels.

First, switch on the 3rd and 10th Panel.

Walk to the South-West, and activate the single 1st panel there .

Back at the Central, deactivate the 3rd and 10th Panel, and activate the 4th and 11th instead.

Now walk to the South-East, and activate the other single 1st panel there .

Back at the Central, deactivate the 11th panel, and activate the 3rd panel, so the 3rd and 4th panel are activated.

Now you can enter the Battle area.
